James F. E. Gillespie, Jr.
Deputy Chief Counsel
Since October 2004, James (Jeff) Gillespie has been the Deputy Chief Counsel in the Office of the Comptroller of the Currency (OCC).
In this position, he is responsible for overseeing the OCC’s Legislative and Regulatory Activities, Bank Activities and Structure, and Securities and
Corporate Practices Law divisions. He is also responsible for overseeing the OCC’s district counsel staffs in the Northeast and Central district offices.
Mr. Gillespie was previously Assistant Chief Counsel responsible for management of special projects, particularly those that involve electronic
banking.
Mr. Gillespie has held management and staff positions in various OCC’s divisions: Legislative and Regulatory Activities, Corporate Organization and
Resolutions, Litigation, Legal Advisory Services, and Legislative Counsel.
Mr. Gillespie joined the Comptroller’s Office in 1979 after completing a federal judicial clerkship.
Mr. Gillespie holds a juris doctor from Indiana University, where he graduated summa cum laude, Order of the Coif, and received his bachelor of arts
from Ohio Wesleyan University.
