MAJOR DUTIES: As Information Technology Specialist (Systems Analysis/Applications Software) assigned to the Deputy Chief Information Officer, provides full range of support in all areas and functions associated with OCC systems analysis and OCC applications software. Systems Analysis: Applies analytical processes to the planning, design and implementation of new and improved information systems to meet the business requirements of customer organizations. Applications Software: Designs, documents, develops and/or modifies, tests, installs, implements, and supports new or existing applications software. May participate in the development, documentation and management of Software Configuration Management (SCM) and infrastructure disciplines in support of application development initiatives. Develops, proposes, updates and maintains documentation for an assigned segment of the enterprise. Participates on task forces and project teams; provides expert advice and consulting support for requirements analyses, long- and short-range planning, and other studies of IT issues. Based on user requests and requirements, assists customers in analyzing business problems, developing solutions, and integrating solutions into a multi-platform environment. Supports all OCC customers for assigned area of responsibility, including troubleshooting of problems on a daily basis. Informs customers of the direction of department initiatives and provides training as needed. Manages, installs, maintains, monitors and/or troubleshoots all software and/or hardware to assure optimum performance. Provides guidance on proper use of IT policies, standards, hardware and/or software to OCC users. Participates in the development of policies and procedures for assigned specialties. Performs full range of project management activities. Manages multiple projects or tasks through the systems development life cycle from project initiation, through requirements, design and development, testing, implementation, maintenance, and retirement, using a standard methodology. Leads project staffs responsible for managing, administering, developing, and/or maintaining information technology software applications. Coordinates project activities in order to ensure that efforts are initiated and completed on schedule and within budget. Develops and maintains project plans. Maintains knowledge of new developments in computer technologies. QUALIFICATION REQUIREMENTS: This position requires one year of specialized experience equivalent to the next lower pay band, NB-IV. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience is evidenced by performing a variety of progressively responsible and high-level assignments or activities associated with: evaluating, selecting, architecting, implementing and/or maintaining document management, records management, and content management systems. SELECTIVE PLACEMENT FACTOR: In addition to the above qualification requirements, candidates must possess the following Selective Placement Factor(s) to be considered qualified for the position. Experience performing a variety of progressively responsible and high-level assignments or activities associated with: evaluating, selecting, architecting, implementing and/or maintaining: Microsoft Office SharePoint Server (MOSS) 2007, Windows SharePoint Services (WSS) 2.0, Forms server and/or InfoPath forms, custom WebParts, Web services, and integration with a document management and records management system. KNOWLEDGE, SKILLS AND ABILITIES: 1) Demonstrated ability to work independently to proactively identify and resolve highly complex problems as it relates to MOSS 2007 environment. These include but are not limited to: (i) Writing procedures/scripts to automate MOSS 2007 related tasks (example: backing-up an entire MOSS farm, tracking site usage and users, identifying inactive sites, auditing and reporting site content, etc.) (ii) Integration of Excel Services, Forms server, Enterprise Project Management (EPM) Server, Portfolio Server, and Groove Server (iii) Ability to quickly prototype and pilot a case study to evaluate any component of the MOSS 2007 environment (iv) Evaluate, research, design, prototype, and pilot enterprise/federated search within MOSS 2007 environment (v) Evaluate, research, design, prototype, and pilot SharePoint/MOSS 2007 as a front end tool that could potentially host the web content. 2) Demonstrated ability to design, install, configure, test, administer, and maintain MOSS 2007 environment. 3) Demonstrated ability to design, develop, configure, test, administer, and maintain Forms Server and/or InfoPath forms in MOSS 2007 and/or WSS 2.0 4) Demonstrated ability to design, develop, install, configure, and integrate custom Web Parts within MOSS 2007 environment 5) Ability to prepare IT-related business process analyses, technical proposals, and technical documentation.
