    This appointment is a permanent position in the competitive service.

    PROMOTION POTENTIAL WITHOUT FURTHER COMPETITION: NB-VII

    SALARY RANGE: NB-VI $88,931 - $165,432 per year
    NB-VII $114,469 - $213,005 per year

    The salary ranges above includes 13% geographic differential pay.

    MAJOR DUTIES:

    Conducts research and assists in formulating accounting policy and reporting standards for national banks. Coordinates policy development with staffs of the accounting standard-setters, including the Financial Accounting Standards Board (FASB) and Securities and Exchange Commission (SEC), and representatives of the other regulatory agencies, as appropriate.

    Studies and interprets current generally accepted accounting principles (GAAP) and identifies appropriate solutions to complex accounting and reporting issues raised by examiners, banks and the accounting profession. Monitors and interprets the effects of industry developments and emerging accounting issues and their impact to national banks. Analyzes specific bank accounting practices for compliance with GAAP and applicable regulatory requirements. Counsels OCC senior management and staff and senior management of national banks on accounting practices and developments.

    Researches and responds to accounting questions submitted by OCC personnel, bankers, public accountants and other regulatory agencies. Provides on-site assistance on bank examinations requiring accounting expertise. Handles routine accounting and fundamental reporting questions directly, and consults with senior staff on precedent setting issues or formal accounting opinions.

    Participates in the development of international accounting standards and supervisory guidance through the OCC’s representation on the Basel Committee on Banking Supervision and its related working groups.

    Represents the Chief Accountant's Office in various conferences with bankers and public accountants. Serves as a speaker or conference leader at industry conferences. Plans and conducts meetings with public accounting firms, banking organizations, and other regulatory agencies to exchange information and discuss emerging accounting issues. Assists in the development and implementation of OCC training programs relative to bank accounting issues.

    Participates on OCC task forces and group projects that analyze major issues affecting the banking industry and recommends policy options.

    QUALIFICATION REQUIREMENTS:
    A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours or credit in business law.

    OR

    B. Combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. (This can include up to 6 hours of business law);
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which in normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.

    To qualify for the band VI, this position also requires one year of specialized experience equivalent to the next lower pay band, NB-V.

    To qualify for the band VII, this position also requires one year of specialized experience equivalent to the next lower pay band, NB-VI.

    Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of qualifying specialized experience include: experience that reflects a knowledge of accounting theories, practices, methods, and techniques; skill in analyzing accounting systems or modifying and adapting conventional accounting and analytical techniques to solve a variety of accounting problems.


    KNOWLEDGE, SKILLS AND ABILITIES:

    1. Knowledge of GAAP and SEC accounting and reporting requirements.

    2. Ability to apply diversified accounting concepts, theories and practices to unique and complex transactions.

    3. Ability to develop new approaches, methods or techniques for the solution of problems in bank accounting.

    4. Skill and experience in presenting complex accounting issues and policies in writing and orally.

    5. Ability to establish and maintain effective relations with senior staff and management, other regulatory agency officials and industry representatives and a demonstrated ability to work effectively on teams.

    Qualified applicants will be rated and ranked based on the extent and quality of their total background as it relates to the requirements of the position to be filled.

    CONDITIONS OF EMPLOYMENT:

    A background security investigation will be required for all new hires. Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
