AREA OF CONSIDERATION: Open to all qualified persons. MAJOR DUTIES: After consultation with Licensing Activities management, responds to inquiries on licensing policies, procedures and systems; reviews/analyzes licensing statutes, policies and procedures; makes recommendations on those that should be adopted, discontinued or revised; and reviews, analyzes and makes recommendations on complex, precedent-setting licensing applications. Maintains liaison with OCC staff and regulators advising them on licensing policies/procedures; conducts quality control reviews; and revises the Comptroller's Manual for Corporate Activities to reflect legislative and other changes in licensing policy and procedures. Maintains/enhances computer-based information systems for corporate applications and policy decisions; develops, maintains and conducts training for OCC staff performing licensing function(s); monitors and prepares analyses of licensing statistics; and performs bank structure and performance studies regarding the licensing function. Performs analysis of licensing fee schedule; makes recommendations for new or amended fees; and investigates special policy/processing issues and recommends solutions. QUALIFICATION REQUIREMENTS: The NB-V level requires one year of specialized experience equivalent to the next lower pay band, NB-IV. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience is evidenced by processing applications, consulting with management in order to provide recommendations and guidance on licensing applications, policies and procedures, performing a variety of progressively responsible administrative and/or clerical duties such as composing correspondence, entering data into automated systems, extracting reports, and establishing and maintaining office files. KNOWLEDGE, SKILLS, AND ABILITIES: 1. Ability to communicate and relate effectively, both orally and in writing, with OCC personnel, other regulatory agency representatives, community groups, banking industry personnel and the general public. 2. Ability to analyze complex financial data, provide innovative solutions to highly controversial and complex problems, and implement needed changes and improvements to policies and practices. 3. Knowledge of trends, current developments, regulatory issues, and policies in the banking and financial industry. 4. Knowledge of banking laws, rules and regulations pertaining to financial institutions and corporate applications. 5. Ability to communicate in writing to senior managers, Congressional inquiries, banking regulators or officials, and to assist in preparing Congressional testimony and speeches. BASIS FOR RATING: 1.
