MAJOR DUTIES As a Human Resources Manager (Operations) in the Office of the Deputy Comptroller for Human Resources, Office of Employment Poicy and Programs the incumbent provides oversight to a staff of human resources specialists and assistants that provide support to OCC’s workforce. Manages, plans, and directs the full range of human resources operating functions, including staffing, recruitment, classification, position management, performance management, personnel transaction processing, and personnel records management. Provides expert advice and guidance to senior management and works cross-functionally to ensure effective implementation of new human resources initiatives, organizational strategies and reorganizations. Actively participates in the development of new or improved policies, programs, operating procedures, and guidelines affecting human resources management. Participates in the development of innovative recruitment strategies and hiring activities to attract and retain a diverse and highly skilled workforce. Consults with management on all human resources related issues, and works with managers and employees to develop an effective partnership in carrying out the work of Human Resources. Leads, motivates, and develops staff. Evaluates performance in accordance with OCC guidelines, makes personnel decisions, and provides training and developmental opportunities. Establishes goals and objectives and develops budget requirements for the organization. QUALIFICATION REQUIREMENTS: Applicants must have one year of specialized experience equivalent to the next lower pay band, NB-V. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is in or related to the work of the position to be filled. Examples of qualifying experience includes experience in providing substantive human resources management services in the areas of recruitment, classification and position management, and payroll and personnel action processing.

Ability to provide high quality customer services to a diverse and geographically dispersed customer base that includes assessing customer needs and achieving positive feedback from customers on their levels of satisfaction with the services provided. 2. In depth knowledge of federal personnel management laws and regulations governing recruitment and placement, position management and classification, personnel action and payroll operations and processing, and personnel records maintenance. 3. Ability to apply analytical skills to develop innovative approaches and solutions to complex and/or controversial problems in the area of recruitment, position evaluation, personnel action processing, and personnel records maintenance. 4. Ability to establish working relationships with managers and employees at all levels, to diffuse adversarial and sensitive situations, and to develop and persuasively communicate solutions to technical and complex HR issues. 5.
