The salary range above includes 13% geographic differential pay.

AREA OF CONSIDERATION: Government-Wide

MAJOR DUTIES:

Plans complex solicitations for all types of supplies and services, including IT resources, using negotiated procurements, sealed bidding, and simplified acquisition procedures. Serves as the lead negotiator during contract negotiations; coordinates with technical, program, and legal personnel. Awards contracts and performs detailed contract administration functions.

Serves as the Contracting Officer for one or more major contracts with unlimited signatory authority. Serves as a senior contracting official responsible for providing contracting support that meets the objectives of OCC's long range automation programs and initiatives. Provides advice and technical expertise to employees at all levels of the agency.

Creates and maintains effective communications with other agencies and private industry to stay abreast of current trends in contracting. Interprets and implements the Federal Acquisition Regulation, the Department of Treasury Acquisition Regulation and applicable agency directives.

May serve as a group or task force leader on procurement issues such as streamlining the contracting process, metrication, and outreach efforts to minorities, women, and other special procurement programs.

QUALIFICATION REQUIREMENTS:

A. Completion of all mandatory training prescribed by the head of the agency for progression to NB-V or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level (NB-IV), and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Examples of specialized experience at the NB-IV level may include: soliciting, evaluating, negotiating, and awarding contracts; administering contracts by assuring compliance with the terms and conditions of contracts; terminating contracts by analyzing, negotiating and settling claims and proposals; analyzing and evaluating cost or price proposals and accounting systems data; planning, establishing, or reviewing contracts, programs, policies, or procedures.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, employees will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.

KNOWLEDGE, SKILLS AND ABILITIES:

1. Knowledge of federal acquisition regulations (FAR), Federal Acquisition Principles, Techniques and Laws.

2. Skill in the application of contracting principles, including the latest procedures and techniques, in procuring a variety of goods and services.

3. Ability to apply contract administration principles, techniques, practices and experience with administration of large dollar information technology development type requirements.

4. Ability to provide quality customer service to demanding customers within a metrics driven approach.

5. Ability to communicate with others effectively both orally and in writing for the purpose of understanding and discussing technical concepts.
