Diversity Self-Assessment

Purpose

The Office of the Comptroller of the Currency (OCC) provides the Diversity Self-Assessment template to national banks and federal savings associations (together, banks) regulated by the OCC in support of the Interagency Policy Statement Establishing Joint Standards for Assessing Diversity Policies and Practices of Regulated Entities (PDF) dated June 10, 2015.

Pursuant to the Policy Statement, a self-assessment by a bank is voluntary and confidential. A bank that conducts a self-assessment of its diversity policies and practices using the standards contained in the Policy Statement may use the OCC's Diversity Self-Assessment template or its own assessment tool.

The OCC will collect the Diversity Self-Assessment for 2023 by June 30, 2024. Adobe Acrobat standard or Adobe Pro is required to complete the Diversity Self-Assessment (PDF) template.

Banks may submit the completed Diversity Self-Assessment (PDF) template for 2023 or its own self-assessment tool and supporting documents through the OCC's BankNet website.

The OCC will collect the Diversity Self-Assessment and supporting documents using the secure Large File Transfer (LFT) tool available on OCC's BankNet website. The Diversity Self-Assessment template (PDF) and supporting documents uploaded using this technology are automatically encrypted and secured before transmitted to the OCC.

In order to use BankNet and the LFT tool, submitters must first register for a BankNet account. To register, go to www.banknet.gov and click on “Register.”

To register:

  • Select “Bank Employee or Holding Company Employee” and follow the on-screen cues during the registration process.
  • You will arrive at the Registration Request screen. In the Add Permission section, select “BankNet” under Application. Then under Role select “User” (this will give you access to the BankNet website and the LFT).
  • Once the registration is complete, you will receive an email from the BankNet system to verify your email address. Click the link in that email and verify your email address.
  • Your BankNet Agent will receive an email from the BankNet system that will allow them to confirm your new BankNet account.
  • Once your BankNet Agent approves your account, the BankNet system will send you an email with your username and a separate email with a temporary password.
  • If you encounter any difficulty with the registration process, please contact the OCC BankNet support team at (800) 641-5925 or BankNet@occ.treas.gov. They will also be able to help if you need to know your BankNet Agent.
  • Please wait 24 hours after completing the registration to submit the Diversity Self-Assessment and supporting documents through LFT.

All banks may voluntarily submit the Diversity Self-Assessment of their diversity policies and practices electronically using the Diversity Self-Assessment fillable PDF template provided below. Adobe Acrobat standard or Adobe Pro is required to complete the Diversity Self-Assessment. No changes should be made to the Diversity Self-Assessment template. Complete the following steps.

  1. Download the Diversity Self-Assessment template and instructions below.
  2. Complete the Diversity Self-Assessment template.
  3. Save the file after entering your data. Do not save the Diversity Self-Assessment template as a scanned PDF.
    Note: The submitted Diversity Self-Assessment template MUST be named using the following naming convention: DiversitySelfAssessment_2023.pdf
    • DiversitySelfAssessment is the file designation and is standard for all files.
    • YEAR is the relevant year of the period covered (YYYY).
    • The name of the template CANNOT have any other characters other than listed above.
    • Please do not use (_) anywhere other than to separate the above two parts of the filename.
    • Reports should use .pdf as the default file extension.
  4. Upload the completed file (DiversitySelfAssessment_2023.pdf.) to the “Diversity Self-Assessment Reporting” folder through BankNet Large File Transfer (LFT).
  1. Visit BankNet and select Member Login.
  2. Log in to BankNet using your user name and password.
  3. Select Communication Center on the top of BankNet homepage then select Large File Transfer Tool on the list, and lastly, Banker Access.
  4. Click on "Launch Large File Transfer" on the screen.
  5. Log in LFT portal by using your BankNet username and password.
  6. On LFT home page, go to the bottom “Upload Files” section.
  7. Under the folder selection drop-down, there are two folders for the submitter to upload files.
    • Diversity Self-Assessment Reporting (to upload the Diversity Self-Assessment template PDF) and
    • Diversity Assessment Other Supporting Documents (to upload a bank’s own assessment tool and any supporting documents)
  1. Section IV of the Diversity Self-Assessment template offers the opportunity to provide additional information regarding the assessment of diversity policies and practices. The template will only allow for narrative comments in this section.
  2. Submitter will need to upload the supporting documents in a second folder, "Diversity Self-Assessment Other Supporting Documents," that is provided on the BankNet Large File Transfer (LFT).

    The maximum size of file is 100MB and the character limit for a file name is 255 characters, including coded special characters.
  1. If a bank is planning to submit its own assessment tool, it must complete Section 1, Bank Information, of the Diversity Self-Assessment template. Please upload the template data file (.pdf) to the "Diversity Self-Assessment Reporting" folder through BankNet Large File Transfer (LFT).
  2. Next, upload the bank's own assessment tool and any supporting documents to the "Diversity Self-Assessment Other Supporting Documents" folder through the BankNet LFT.

This voluntary diversity self-assessment applies to financial institutions with 100 or more employees. The assessment completion period is Monday, April 1, to Sunday, June 30, 2024.
