Virtual Hearing on Charges Against Saul Ortega and David Rogers

The Office of the Comptroller of the Currency (OCC) will commence a virtual public hearing before an Administrative Law Judge on Monday, January 31, 2022. As part of the public hearing, the OCC is litigating enforcement actions against two individuals formerly associated with First National Bank, Edinburg, Texas (closed): Saul Ortega, former Chief Financial Officer, Director, President, Chief Executive Officer, and Chairman of the Board, and David Rogers, Jr., former Chairman of the Board.

Please note that limited portions of the hearing may be closed to the public because disclosure would be contrary to the public interest. Pursuant to 12 C.F.R. 19.33(b), the Administrative law judge is required to take all appropriate steps to preserve the confidentiality of documents Enforcement Counsel has filed under seal, including closing portions of the public hearing. When the hearing is in closed session, the Zoom link will have a posted notice indicating the court is in closed session.
