OCC Announces Enforcement Actions for October 2026

WASHINGTON—The Office of the Comptroller of the Currency (OCC) today released enforcement actions for October 2026.

The OCC uses enforcement actions against banks to require the board of directors and management to take timely actions to correct the deficient practices or violations identified. Actions taken against banks are:

  • Cease and Desist Order and Civil Money Penalty against American Express National Bank, Sandy, Utah, for deficiencies in the bank’s Bank Secrecy Act compliance program, failure to timely file suspicious activity reports, and customer due diligence and customer identification program violations. The assessed civil money penalty is $350 million. Refer to OCC News Release 2026-87. (Docket No. AA-ENF-2026-46 and AA-ENF-2026-47).
  • Civil Money Penalty against Bank of America, National Association, Charlotte, North Carolina, for deficiencies in the bank’s Bank Secrecy Act compliance program, failure to timely file suspicious activity reports, and sending wires with inaccurate transmittor name information. The assessed civil money penalty is $750 million. Refer to OCC News Release 2026-89. (Docket No. AA-ENF-2026-41).

The OCC uses enforcement actions against an institution-affiliated party (IAP) to deter, encourage correction of, or prevent violations, unsafe or unsound practices, or breaches of fiduciary duty. Enforcement actions against IAPs reinforce the accountability of individuals for their conduct regarding the affairs of a bank. The term “institution-affiliated party,” or IAP, is defined in 12 USC 1813(u) and includes bank directors, officers, employees, and controlling shareholders. Orders of Prohibition prohibit an individual from any participation in the affairs of a bank or other institution as defined in 12 USC 1818(e)(7). The OCC has taken the following actions against IAPs:

  • Order of Prohibition against Jennifer Hamblin, Vault Teller at a Cincinnati, Ohio, branch of Fifth Third Bank, N.A., Cincinnati, Ohio, for embezzling customer funds. The Bank suffered a loss of approximately $292,000. (Docket No. AA-ENF-2026-43)
  • Order of Prohibition against Christopher Organista, Former Operations Processor at the La Mirada, California Operations Center of U.S. Bank National Association, Cincinnati, Ohio, for embezzling approximately $194,131 in bank customer funds. (Docket No. AA-ENF-2026-39)
